Exchange 2010 - Throttling Policy Requirements

you are not using Exchange 2010.
1.Log onto the Exchange server
2.Open Exchange Management Shell
3.Run the following commands:

New-ThrottlingPolicy A2EPolicy

Set-Mailbox "zAdd2Exchange" -ThrottlingPolicy A2EPolicy
